Wyoming Association of Rural Water Systems is looking for a Circuit Rider Program Specialist(s). Provide on-site technical assistance to rural or small municipal water and wastewater systems concentrating on underserved and overburdened systems in need of funding to make meaningful updates/upgrades to water and wastewater systems and manage program administrative affairs.
The Circuit rider must be a licensed water operator (minimum level 1), have extensive knowledge of State and Federal regulations, monitoring and reporting requirements, and at least 5 years in water system operations. Must have excellent oral and written communications skills which are necessary to excel in the position. Must also have extensive computer skills. Funding application and Project management skills a plus.
Specialists will conduct continuous hands-on technical assistance in the following areas of project design and funding including:
* Lead Service Line Inventories
* Emerging Contaminants
* Asset Management
* Best Management Practices
* Bid Support, Capacity Building
* Decisions-maker and Board Education
* Environmental Reviews
* Financial Planning
* Funding Application Support
* Identification of Funding Options

* Preliminary Engineering Reports
* Rate and Revenue Analysis
This position requires extensive in-state travel along with some out of state trips. All travel related expenses are reimbursed per Association policy. A good driving record is a requirement. Primary duties will include the operation of a sanitary sewer lift station and/or headworks facility, an aerated 3-cell wastewater plant, sewer collection line maintenance, and sampling. Other duties will include, but are not limited to, the operation of the R.O. Water Plant, performing routine maintenance, data collection and entry, and repairing distribution and collection lines in all types of weather conditions. Minimum qualifications include a high school diploma or GED, a CDL Class B driver’s license, or the ability to obtain and ability to operate heavy equipment.
